im so confused on how these work

i understand that if you have one with the dimensions of 1X1 such as
[2 3] then - how to set it up but past that i dont get it

[3 2] [1 0]
[-1 4] [0 1]

in what order would i set that up ?

First, the listed matrix is not a one-by-one matrix, but is a one-by-two. Second, what do you mean by "how to set it up"? "Set" what "up"? Please be specific.
