-3/7a is less than or equal to -21. graph this

-3a is less than or equal to -147/-3
because I have to negative numbers and the answer would be positive, wouldn't the less than sign (<)stay the same?
A is less than or equal to 49?

what is the rule that changes the sign?

I don't follow your step, from the given inequality to your next line (above).

It looks like you multiplied the left side by 7. It looks like you multiplied the right side by -7/3.

We can't do that. We must carry out the same operation on both sides.

(-3/7)a ? -21

(-7/3)(-3/7)a ? (-7/3)(-21)

The direction of the inequality sign reverses because both sides are multiplied by a negative number.
