Linear and Angular Speed

A point on the rim of a wheel has a linear speed of 19cm/s. If the radius of the wheel is 35 cm, what ist he angular speed of the wheel in radians per second?
And
The needle of the scale in the bulk food section of a supermarket is 27 cm long, Find the distance the tip of the needle travels when it rotates 74 degrees.

How far around a 35 cm radius circle will 19 cm get you?

Insufficient information. One would have to know where the needle pivots. There is ALWAYS something on the other side of the pivot point.
 
Maybe that kills #2, but #1 is still open. It was a questino for you, not a request for more information from the problem statement.

As far as #2, let's just assume this is the only scale in the world attached at the end. Now what?
