I guess the first question is "where did you get this problem? It's clear that whoever gave you this problem expects you to know what "sinusoidal" means! Do you? If not, you had better look it up or complain to your teacher. If you do, write out the formula for a general sinusoidal function. Because you are told that "At t = 2 hours, high tide was recorded" I would recommend just a cosine function, with a new variable, T= t- 2, the number of hours after the first two hours.
