I'm not sure where "irrationals" are coming into play here...? It looks like you're supposed to be simplifying a complex-valued fraction...?
By the way, I am guessing that you mean the following:
. . . . .Simplify (3 + 4i) / (8 + 5i)
If so, and if your simplification is 44/89 + (17/89)i (because "proper form" almost always has the real and imaginary parts separate, with the imaginary part last, not first), then your simplification is correct.
But if any of my guesses is incorrect, then so (probably) is my verdict.
