2. Is it possible for the graph of an inequality to consist of only one number? If so, explain

I don't even know what you're asking?
Never heard (in my days) of a graph = a number...

I'm not proud of it but the graph of
(x)(x>0)/((x=1)/x)
consists of the point(1,1).
It has an inequality.
It's undefined except at x=1.
It probably isn't what you are looking for, 'cause it is more logic than inequality, but if nothing better comes along...

When x=1, y=0 so it's not just the point P(0,1). That's why I tortured mine till y was undefined everywhere except at x=1.
It does suggest
y = 1>sqrt(-|x|)
