If it asks you to SIMPLIFY the expression, it is asking you to find another expression that means the same thing but is, in some way or other, easier to understand.
Often, the first thing to do in simplifying is to factor, but that does not look relevant for this problem. So you EXPAND and gather like terms. You already started the expansion process with
\(\displaystyle 5(5r^2 - s) = 25r^2 - 5s.\) There is no more expansion left to do so gather like terms.
Edit: By the way, your expression is ambiguous because you have unbalanced parentheses.
