Okay so I recently found out that in official canon, the Galactic Republic of Star Wars was founded 25,000 years before the first original movie. Hyperdrives were presumably invented around 25,000 BBY. By the time of the Phantom Menace which is in the year 32 BBY, Technology has stayed basically the same- yet it does progress from 32 BBY to 35 ABY noticeably (The Skywalker Saga). This may be a big plot hole but perhaps not. My friend at Lucas said the High Republic books that are coming out in January are going to seem a little less advanced than 32 BBY but not by much because technology moves slowly.

I’m trying to come up with some math to track the rate of technological development in the Star Wars galaxy. Does anybody know how to make this equation?

I recommend that you do some research on our (human!) technology development history in order to answer your futuristic question! The following page is interesting, and seems to show slow progression, followed by an explosion of developments that haven't yet stopped https://www.explainthatstuff.com/timeline.html

It might be easier to track one particular technology rather than "all tech". Logically it seems to me there will be (potentially long) periods of stagnation in one particular area of technology, and then a breakthrough that leads to a period of exponential growth in a field (look at Moore's law), which will probably last until some upper-limit of that technology is reached.

Historically war can be a driver for advancement - look at rocket technology. So it may not be unbelievable that the break out of war in the star wars universe drove some changes (because there was no requirement for planet destroying things during times of peace).

But this will never explain why Jar-Jar became a senator. (Hold on, look at Trump and Boris, maybe the Star Wars galaxy is not such a bad prediction! :) )
