find an equation for the line perpendicular to the line -6x-5y=-2 having the same y-intercept as 7x+6y=-5

Two perpendicular lines with slopes m1 and m2, will satisfy:

m1 * m2 = -1

-6x - 5y = -2

7x + 6y = -5

If you solve each of these equations for y, you can see by inspection the slope and y-intercept.

Have you yet learned about the form y = mx + b, where symbol m represents the slope and symbol b represents the y-intercept?
