State the domain and the range of the relation. Then determine whether or not the relation is a function.

{(-4, 0), (-3, 1), (0, -2), (1, 2),(3, 3)}
 
The domain is just all the X values and the range is just all the Y values. A function can have two of the same X values, but it cannot have two identical Y values.

You have that exactly backwards.
A function cannot have two pairs with the same first term(i.e. same x value).
