Have you been given a definition of "plotting accuracy"? Please state it.

I searched for the term, and had trouble finding a proper definition; but this page says,

How do you plot accuracy?

Plotting accuracy. The precision of a map / plan depends on the fineness and accuracy with which the details are plotted. Moreover, the plotting accuracy on paper, varies between 0. 1 mm to 0.4 mm, of which the mean value of 0.25 mm is usually adopted as plotting accuracy.

So it looks like you can are probably expected to find the distance in the field corresponding to 0.25 mm on the map. That gives one of the choices.

This page seems to quote from there and apply it to a question like yours. Or maybe both quote from some official source.
