How to setup the equation and solve this problem?

Company A has an annual sales goal of 28 sales for fiscal year 2013.

Company A's annual sales goal is distrubted evenly amongst the companies sales specialists.

Company A has 2 sales specialists for 5 months out of the year, and adds one additional sales specialist (for a total of 3) for the remaining 7 months out of the year.

What is the correct formula to use to solve how the companies annual sales goal will be fairly distributed amongst the three Sales Specialists (A, B & C) taking into account that specialist C will only be on goal for 7 months out of the year and spcialists A & B will be on goal for the full 12 months?

One simple fair-way would be to consider total man-month spent in sales (31) and divide the sales goal accordingly.
