If I remember correctly, for linear equations, we have:
Standard Form Ax + By = C
General Form Ax + By + C = 0
(We want A to be a positive number, too.)
So, yes, I believe that we can say 5x - 3y = 0 is written in Standard Form.
General Form would be 5x - 3y + 0 = 0.
The two forms seem to become one, in cases where C = 0.
There are other nuances, like some people say that A, B, and C must be integers, in the Standard Form, but that constraint excludes most lines! What if C is an irrational constant, for example.

You're also correct on the second equation. There is no way to separate the x and y variables, when they're multiplied.
