Can you not see that an answer of 5.9 degrees is less than 23 degrees and so cannot be even close to correct?
To be honest, I have no idea what you were trying to do in your working.
Start with the triangle ABD formed with the tree. You have two angles and one length. That is sufficient to work out all three angles and all three lengths.
Do that as a start. What do you get?

You need to add your 5.9º to 23º. The angle of elevation is the angle with the horizontal.
(You could have found this full angle at B ([MATH]\angle[/MATH] ABC) using [MATH]sinx[/MATH] in the big [MATH]\bigtriangleup[/MATH] ABC).
