I am not sure what you mean by "general form of the equation of the line".....perhaps
Ax + By = C
I would start with the slope-intercept form,
y = mx + b
m is the slope.....you're given that!
b is the y-intercept....and look at your given point (0, -2). It's on the y-axis, isn't it? Do you now know where your line crosses the y-axis?
Write the equation in slope-intercept form, and then "rearrange" the equation into the form desired as an answer. If you want it in the form Ax + By = C, you'll need to get the x and y terms on the same side of the equals sign, and make sure that the coefficient of x is positive.
