Help with solving systems!!!

I need someone to explain to me how to solve systems. Here's an example:

4x + 7y = 12
3x - 10y = 6

What method(s) are you suppsed to use? Are you doing algebraic manipulations, like the "addition/elimination" or substitution methods, or are you using linear-algebra stuff, like matrices or Cramer's Rule? (I don't want to provide advice that uses something you've never heard of.)
