help with simplifying: (-3y^2) ^2/ (3^-2y^4)-2

I am waaay unclear about what to do with negative exponents and whether to add or subtract when simplifying, and what to do with real numbers?? Please help!! Thanks

CLARIFY: use more brackets

WHAT does the "-2" at end mean?

(3^-2y^4): is this 3x^(-2) times y^4 ?
