Help with reading problem (fractions)

I'm trying to help my granddaughter but this one has me stumped. I've divided and even tried the process of elimination.

This year there are 1189 cellular phones in the rural county where Mark lives. Five years ago there were only 423 cellular phones in the county. The number of cell phones 5 years ago was approximately what fraction of the number in the county this year?

The number of cell phones 5 years ago = 423

the number in the county this year = 1189

What fraction = 423/1189 = ~ 400/1200 = 1/3

The number of cell phones 5 years ago was approximately 1/3 of the number in the county this year.
