i am needing the formula to calculate the base number when you know the final number and percent increase.
i.e. 228000 sales this year with a 4.64% increase over last year. what is last years number?

The percent of increase was 4.64%. Before using this in the formula in place of "p", you need to write that percent in decimal form. 4.64% is 0.0464.....remember that % means "divided by 100".
So...try using 0.0464 in place of p in the formula given:
b = (228000) / (1 + 0.0464)
See if that gives you a correct answer. It should!
