Help With Cipher Puzzle

Hello - I am stumped on this cipher puzzle. Can anyone solve this cipher? Or have any ideas on what to do next?

My progress so far: I believe the first part contains a tic tac toe/pigpen cipher. The four corner symbols decode to the word “four”, and below are my results from decrypting the tic tac toe cipher characters in the middle. I am not sure how to proceed from here. The answer to the cipher is supposed to be eight letters (does not have to be a real word). I think the next step may have something to do with decrypting the below jumbled text, perhaps using the keyword four.

Also, what form of tic-tac-toe cipher are you assuming? The details may help us see what to suggest you try doing differently.

Below is a picture of the instructions/tips for solving the puzzle. The picture from my original post is the entire puzzle.

Below is a more detailed explanation of my progress so far with the puzzle.

To decode the symbols in the corners of the image, I drew a tic tac toe grid and inserted the alphabet into it three letters at a time (abc in the top left square, def in the top middle square, etc., and ending with yz in the bottom right square of the tic tac toe grid). The corner symbols in the puzzle correspond to positions on the tic tac toe grid, and I believe the circles inside the corner symbols correspond to letter position on my tic tac toe grid. The top left corner symbol in the image depicts the top middle square of the tic tac toe board, and I decoded this symbol to be the letter F based on the position of the circle in the symbol in relation to the tic tac toe board that I drew. I repeated the process for the other corner symbols and came up with the word FOUR.

For the middle portion of the image, I used what I assumed to be a standard tic tac toe cipher decryption – I drew three tic tac toe grids and mapped the alphabet onto it. The first grid is blank (does not contain X’s or O’s) and represents the letters A through I in order starting from the top left. The second grid is filled with X’s and represents the letters J through R, and the third grid is filled with O’s and represents the letters S through Z. I then used this mapping to decode the symbols in the center of the image.

I am not sure how to proceed from here. I think that the jumbled text decoded from the middle portion of the image might be some sort of different cipher and that the word “four” might be somehow used in the decoding.
