I'm having a problem with one of my sons math questions. I don not understand what they mean with the question. Any help would be appreciated.

In 284,473, how is the value of the 4 in the thousands place related to the value of the 4 in the hundreds place?

I, also, do not understand that question.

284473 = 2 * 105 + 8 * 104 + 4 * 103 + 4 * 102 + 7 * 101 + 3 * 100

I believe they want you to say,
"the value of the 4 in the thousands place is 10 times the value of the 4 in the hundreds place."
 
I agree with Bob Brown, the value of 4,000 is ten times greater than the value of 400.
