HELP!! Regarding a word problem..and solution

I always have issues with these types of problems. I am looking for some guidance on the steps to solve:

In 2006, the population of Canada was 31.6 million. This represented an increase in population of 5.4 percent since 2001. What was the population of Canada in 2001?

I am using x as the population of Canada in 2001.

x + 5.4x = 31.6 ??? Am I anywhere in the ballpark?? LOL!!

almost... except...

5.4% of x = 0.054 * x (not 5.4*x)
 
I appreciate the help. I have only one question. May I ask how you came up with 0.054 * x (not 5.4*x)?? Your decimal represenation equals 54/1000??

5.4 % = 5.4/100 = 0.054
 
UGh!! :( Thank You. It's late for me. I'm getting tired and obviously not seeing the obvious.
