:roll: Ok! I am not sure why I would put the number 5 to = a...

-9a + 10a(8a-7) + 3/10

=-9a + 80a^2 - 70a + 3/10

= ???? Why have I been told to replace 5 for (a)???? Drawing a blank...

Who told you to let a=5? Are you trying to evaluate this when a=5?

the work book just said to make a = 5 and i wanted to know why they picked 5.

Sounds like they simply want you to evaluate this when a=5. Maybe if you post the actual problem as it is stated in the book it will clear things up.
