how come the answer of "what value of b makes the relation {(5,6,),(7,8),(9,b)"
is 'all real numbers" instead of ten? Would it be still a function?
Sorry but i don't know how to explain it better thanks so much:)

If the question is, what value of b will make the set \(\displaystyle \{(5,6,),(7,8),(9,b)\}\) a function, then all real numbers is correct. Because a function is a set of ordered pairs, no two of which have the same first term.
