Help me solve: 1 + 2 log-base-7 x

Sorry but there is nothing to solve there.
We can solve equations. That is not an equation.
Please edit you post. Tell us what the question is supposed to be.

If so, then, as the tutor pointed out, there is nothing to "solve", since there is no "equals" sign and thus no equation. Also, lacking a value for "x", this expression cannot be evaluated either. One might possibly "combine" things a bit using log rules, but that's about it.

Did your text not provide any instructions...?

the back of the book for the answe was log7 7/x2, but it didn't show how to do it, please show me.
 
As mentioned previously, lacking instructions, it is difficult to divine how one is to arrive at the "answer". You might want to point out to your instructor that the book apparently gives no instructions on what you are supposed to do with the expression.
