In essence, reduction means breaking the numerator and denominator into their prime factors (a break down that is unique ACCORDING TO THE FUNDAMENTAL THEOREM OF ARITHMETIC) and then eliminating the common factors. So, what are the common PRIME factors in 39 and 130? Are there ANY common PRIME factors of 69 and 92?
