I am in grade 4 and don't not understand how to round numbers to the nearest hundred, thousand or tens example is 4365

If you know how to round to the nearest whole number then what you can to is divide by what your are rounding to, round to a whole number and then multiply by the number you are rounding to. Using your example and round to nearest 100:
4365/100 = 43.65
rounded to whole number is 44
44*100 = 4400
So 4365 rounded to nearest 100 is 4400,

With practice this becomes automatic and you'll note that the 6 is two numbers back [2 for the two zeros in 100] so you will add to the next number back and set the rest to zero,
