I didn’t know if I’ve simplified the circle equation in the correct form.

Formula for circle equation for circular wheel:
(x – h)^2 + (y – k)^2 = r^2
(h, k) = the center
r = radius
h = 0, k = 74 (the radius + 4 ft), and r = 70
Substitute
(x - 0)^2 + (y - 74)^2 = 70^2
