Parallel lines have the same slope.

Start by finding the slope of the line through (2, 3) and (4, -1).

Once you know the slope, you can use "point-slope" or "slope-intercept" form to find the equation of the line....you know the line goes through (0, -1)....

Unless you show us some work, we don't have any way to tell where you need help.
