f(x)= √x

f(x)= -f(-x+1)-7

How did the second equation change?
This was my test question today.

You can't create a function named "f(x)" which uses "f(x)" as part of its definition. (It's like trying to define a cell in a spreadsheet with a formula that references that same cell. You just can't do it.) If this was really on your test, then I'd complain about the just-plain-wrong question which was, by its own construction, completely unanswerable.

It just means

how did -f(-x+1)-7

change from

√x

vertical shift down 7
horizontal shift right 1

What else?
