Given the set of points (6, 10), (-4, 56),
(5, 10), and (2, 78), do we have a function here?

Here, two different x values have the same y-value of 10. I say it is a function.
 
There is no need to consider if a particular y-value appears multiple times.
Here are the steps to consider:
Step 1: Find an x-value that appears multiple times.
Step 2: If the corresponding y-values are not all the same, then you do not have a function and you are done(that is do not do any more steps).
Step 3: Repeat for the next x-value that appears multiple time (if there are more)
Step 4: (If you reach here) You have a function.
