I read this in an old arithmetic textbook:

Divide 96 2/3 by 24 3/4.

Here is the solution that was used and the explanation:

1160 divided by 297 = 3 269/297

Explanation: Fractions are to each other as their numerators.
Reduce to common denominator. Divide the numerator of the dividend by the numerator of the divisor.

I know how the solution was determined but what does "Fractions are to each other as their numerators" indicate or mean?

The method of getting common denominators is actually a carry-over from fraction addition (& subtraction) operation - lowest common denominator was used.
