Finding Base, Rates and Percentages

Alright, let's see if I can make this make sense. The problem is that I can remember all the formulas, I simply cannot remember which problems need to be solved with which formulas. Can somebody please give me some kind of tip as to how to do this?! Thanks in advance!
 
Ok here's a sample problem : 4 is ___% of 80. Now, I can't remember which formula I need to use to solve it.

Therein is the problem. Why are you trying to remember a formula? Why not just think about it?

4% is what % of 80.

Well, 4 is 4% of 100, so 4 would be greater than 4% of 80.
4 is 10% of 40, so 4 would be less than 10% of 80.

Wait, 4/100 = 0.04 = 4%
4/40 = 1/10 = 0.10 = 10%

Division creates decimals that can be turned into percents!!!

4/80 = 2/40 = 1/20 = 0.05 = 5% -- And there you have it.
