Find an equation for perpendicular line?

Here is the problem. On my paper, it's multiple choice, and I can't seem to understand where they get the +6 or -6. Here's what it says:

Find an equation of the line that contains the point (2,-4) and perpendicular to y = 1/5x + 3.

I know to be perpendicular the slope of the new equation must be -5x. So I get the y=-5x, but in the choices they give me I have to choose from:

y = -5x+6 or y = -5x-6.

Where did the 6 come from?
 
The 6 is where the perpendicular line crosses the y-axis.

\(\displaystyle -4=-5(2)+b\)

\(\displaystyle b=6\)
