Ferris Wheel Problem Help

A Ferris wheel with a radius of 24 feet takes 1 minute to complete one revolution. When a seat is at its lowest point, it is 5 feet above the ground. Write an equation for the height h(t) of the ferris wheel for any time t.
 
 
Actually this question makes no sense as the height of the ferris wheel does not change. The height of a particular seat may change its height but in my opinion the height of the ferris wheel does not change. And even if it did change heights the function that is requested is it for the center of the wheel, the very top of the wheel, the bottom of the wheel? This problem, as worded, can not be done.

As an exercise, just do the problem focusing on the height of a particular seat on the wheel (like the lowest one).
