Factorizing with fraction

Just the last line in the attached picture. If a 3 is factored out at the top, shouldn't it be 2x dy/dx -2y? Not sure how the fraction works here.

Actually 6 is factored out. Then you divide it by 4 (denominator), leaving you 3/2.
