Assuming the instructions are to simplify the expression, note that anything to the zero power is just "1", and anything with a negative power needs to be moved to the other side of the fraction line. For instance:

. . . . .2<sup>-1</sup> = 1/2

. . . . .1/x<sup>-2</sup> = x<sup>2</sup>

. . . . .-2x<sup>-3</sup> = -2/x<sup>3</sup>

If you were aware of what stapel told you and are having problems,
then I suggest you go bit by bit:

3^-2 = 1 / 3^2 = 1/9
3^0 = 1
1/9 + 1 = 1/9 + 9/9 = 10/9

so now we're at: (10/9)^-2
(10/9)^-2 = 1 / (10/9)^2

I'm sure you can finish it.
