Can someone please explain how 2/3 and 3/2 in the given differential equation (look in attached picture) become 4 and 9 respectively

Can someone please explain how 2/3 and 3/2 in the given differential equation (look in attached picture) become 4 and 9 respectively

They just raised both sides to the 6th power, since 6 is the LCM of the denominators, 3 and 2.
 
Just solve 2/3 times what equals 4 or 3/2 times what equals 9
