Now what values can y be? That is what are ALL the values where 400/(these unknown numbers) will be less than 30?

After you have ALL the vales that y can be, then find the lower bound of x/y.

so y has to be 13.34 or greater. so rounded to 1 SF would be 14.

But you never found the lower bound! You just found the range for y which is y>13 1/3. Keep going!
