Determine the equation of a line perpendicular to the graph of 2y = -7x + 3 that passes through (3, -1). Write the equation in point-slope form.

y - (-1) = 2/7(x - 3)

Is this correct?
 
I will assume that you mean the right-hand side to be (2/7)(x - 3), so the "x - 3" is "on top", rather than in the denominator with the "7".

If your book does not want you to simplify the left-hand side at all, then your answer would appear to be correct. :D
