Violent vicar opening 3 fifths with paper debts (7)
 
This was a tough one. My inner voices are telling me this but...best attempt.
Violent = indicator for anagram
vicar opening 3 fifths = to take the first 3 letters of 5 letter word "vicar" -> "vic"
with
paper debts = notes
Anagram for "vic" + "notes"
A contender is "invoice" but missing an i, have an extra "s", invoices would make a 8-letter word, extra t.
ANSWER = "notices"??

"violent" is a common anagram indicator (just not in this clue). That's part of the challenge to parsing crypts.

"with" is a concatenation indicator :)

I mistakenly left the word "anagram" in my solution because I copied and pasted it from my prior answer and edited it. I didn't proofread but yeah not an anagram just a concatenation.
