double integrals

1) Please demonstrate your method of solution.
2) Please explain how the problem is well-defined. The line cuts the circle into two regions. Whish is intended?
 
i understand that there is an equation for a line which cuts the circle in half. im just going to assume we should evaluate the smaller region. i think to set up the double integral i would do something like this:

im not even sure if this is right, or have any idea what to do with this

there is something about finding the center of mass in the text. would this help? how would i use this?

I think you have x and y switched in the arguemnts of the lasst two integrals.
