Your book is wrong. The answer is -3 whether it is (-27)/9 or 27/(-9) or -(27/9)

The product or quotient of a positive and a negative number is negative.
-27/9= -3.

The product or quotient of two positive or two negative numbers is positive
-27/-9= 3.
