Dilations: find image of (15, -13) for dilation w/ center at

The problem is as follows:

Find the image of (15,-13) for a dilation with the center (-1,-9) with a scale factor of 1/4.

We encountered these problems on accelerated math, and none of the books we have address this type of problem. Any help would be greatly appreciated. We know that this is a reduction, however we are not sure how to go about finding the points of the reduction or how to correctly apply slope for this problem.

The point, its image, and the center are collinear. Try drawing a picture. The ratio of the two line segment lengths (new/old) is 1/4.
