Determining a weighted rank for two unqueally weighted variables with tiering

Hi
I have no real education or advanced understanding of creating a weighted rank for unrelated or unequally rank variables. To complicate matters further the lesser ranked variable weighting needs to increase as the result worsens.


I have made my best attempted to address my problem in the attached spread sheet and attached some notes on the data tab briefly explaining the importance of the two variables.



I guess I really want to know if my approach is appropriate and if there is a better approach I can take to formulated a weighted rank. Right I have only incorporated two performance measures, punctuality and safety score, in the future I may want to introduce more performance measures ultimately formulate driver work performance in a more holistic way.
