A system is "in equilibrium" if it is not changing. That, in turn, means that \(\displaystyle \dot{u}= 0\) and \(\displaystyle \dot{v}= 0\). And in this case that u(3- v)= 0 and uv+ 2- v= 0. What values of u and v satisfy both of those? u(3-v)= 0 has two obvious solutions. (For God's sake, don't multiply it!) What does uv+ 2- v= 0 become when you put either of those into it?
