Convert Roman Numeral to Hidu-Arabic System

Sorry the problem does not look very good, the bar is supposed to be directly underneath the second "C". The bar is also supposed to be
over the second "C", not the first. I could not get the bars to stay with the second "C".

I am very confused about what the bar under the second "C" means. I know that each bar on top of a number means that
number multiplied by 1000, but I do not understand what it means when it is underneath a symbol. I treated the second
bar as another bar on top and got:

99,999,952

Here is my work:

100,000,000 - 100= 99,999,900 + 40= 99,999,940 + 12= 99,999,952

Am I on the right track with this?

I cannot find a website that lets me insert the bars, I have tried this already.

I think Denis meant, use Google to find out about Roman numerals... not use Google to find out how to insert bars.
