Determine the lcd of all the simple fractions. In this case it is 6ab. Multiply numerator and denominator of the complex fraction by this lcd.

\(\displaystyle \frac{\frac{6ab}{1}\cdot (\frac{1}{a}+\frac{4}{3b})}{\frac{6ab}{1}\cdot(\frac{1}{2a}-\frac{3}{b})}=\frac{6b+2a}{3b-18a}=\)

and you can take it from there???
