If 45 was increased to 51, by what percent was 45 increased?
I am confused because it increased by 6, and 6 is 13.33% of 45.
However 45 is 88.23% of 51. Which indicates an increase of 11.77%
Which is correct?

13.33% (rounded)

Here's the formula for Percent Change (it yields the percent in decimal form):

(New - Original)/Original

If the result is positive, it's a percent increase; if the result is negative, it's a percent decrease. :)
