Do you seriously think max attachment limit on 19.5KB is good?
Can you at least increase it to 150KB.

Yes, what type of file are you trying to upload? Any common image type should work up to 500kB.

The .JPE extension is some type of JPEG/JIFF hybrid, I think.
The .PSD extension is Adobe Photoshop.
19.5 KB may be too small, for .JPEs or .PSDs, but I have never seen anybody trying to attach those file types.
We don't get many users trying to attach Word documents or .PDF files, either, but I believe that 19.5 KB is too small to be useful for such files.
I have never seen a .TXT file attachment, but, a higher limit for text is not needed because users may simply copy-and-paste ASCII text directly into the composition field.
